A new peer-reviewed study has uncovered thousands of fraudulent ballot registration requests on New York State’s voter rolls.
The study, published in the Journal of Information Warfare (JIW), confirmed a “loss of control” in the state’s voter database.
The study was conducted by the NY Citizens Audit and was the result of an audit of voter rolls.
According to a report from UncoverDC, researchers found that there are “hundreds of thousands of illegally generated registrations in the official NYXBOE voter rolls.”
NY Citizens Audit’s Executive Director Marly Hornik and Director of Research Andrew Paquette, Ph.D., assembled roughly 2,000 volunteers for the effort from across the state in July 2021.
Paquette submitted a paper to the JIW summarizing the findings from the NY Citizens Audit, but it was rejected the first time for “political reasons,” according to Paquette.
Paquette’s paper was eventually reviewed by three peer experts from the JIW who confirmed his analysis was correct with only “minor corrections,” Hornik said.
According to the paper, “New York State voters are assigned two identification numbers.
“This study has discovered strong evidence that both numbers have been algorithmically manipulated to produce steganographically concealed record attribute information.”
The “secret fraudulent phantom voter infrastructure” makes tracking the manipulation difficult, Paquette explained.
“The data uncovered by NYCA’s research suggests that systemic election fraud is built into New York’s electoral records,” reads another excerpt from the report.
Paquette hypothesizes that false voters were introduced to voter rolls, absentee ballots were requested by false registrants, and fraudulent ballots were ultimately cast.
“The exact number is unknown, but it is not less than about 338,000 for registrations active for the 2020 General Election (NYCA [New York Citizens Audit] 2022), the report states.
“If other elections are included, the number of apparently illegal registrations jumps to between 1.2 and 2.4 million.”
In one example, the audit found one fictitious identity with 22 registrations that requested multiple absentee ballots to be sent to a rented mailbox.
Similar examples were also uncovered.
Algorithms were found in all 62 counties in New York. 56.93 percent of the state’s voter ID numbers were assigned based on an algorithm that allows “a hidden attribute tag to be added.”
“Voters in New York State are identified by two identification numbers,” Paquette explains
“This study has discovered strong evidence that both numbers have been algorithmically manipulated to produce steganographically concealed record attribute information.
“One of the several algorithms discovered has been solved.
“It first utilizes a mechanism nearly identical to the simple ‘Caesar Cipher’ to change the order of a group of ID numbers.
“Then, it interlaces them the way a deck of cards is arranged to create a ‘stacked deck’.
“The algorithmic modifications create hidden structures within voter ID numbers.
“The structure can be used to covertly tag fraudulent records for later use.”
In her recent letter to New York citizens, Hornik explains the seriousness of the group’s findings:
“Through auditing the voter roll databases, obtained directly from state and local boards of elections, we have uncovered millions of invalid registrations, hundreds of thousands of votes cast by legally invalid registrations, hundreds of thousands of votes cast by legally invalid registrants, massive vote discrepancies, and the clear presence of algorithmic patterns we reverse engineered from within the state’s own official records.
“To be absolutely clear, there is no known innocent purpose or explanation for why these algorithms exist.
“I am told by cyber-intelligence experts that they indicate a ‘Total Loss of Control’ data breach, the most severe kind of data breach recognized by our federal government.
“The law says it renders the affected NYSVoter database completely untrustworthy.”
